1st APFIC Councils session

On February 8 the members of the Association of the Primorye fishing-industrial enterprises Council have discussed the issue of cadres supply to the industry and the new rates of fees for the use of the marine living resources.

The fishing fleet of the Primorye territory is facing a crisis related to the lack of labor. A rather high age level of the rank-and-file personnel, inadequate payment have significantly weakened the cadre potential of the industry. The cadres specialists affirm: for the work at sea there is needed a young turn, capable to change the aged personnel. Especially acute deficit is of the middle and the lower ranks specialists. According to the declaration of the chief of the

Vladivostok sea fishery college, Eugeniy Dubovik, at the session of the Association of the Primorye fishing-industrial enterprises Council last Wednesday, the annual requirement in specialists of working professions exceeds 17 times as much the necessity in graduates with superior education. Taking into account a high level of the manpower fluctuation at the enterprises (40%), in a few years the cadres crisis would reach a critical point, when the fishing vessels wont be able to come out at sea to accomplish their tasks.

According to the results of a survey, made by the VladMorRybCollege in 2005, in the fishery sector of the Primorye territory there are occupied some 28 thousand people, more than 20 thousand of them are concentrated at 51 large enterprises. In three fishing ports of Primorye there are registered 707 vessels, out of which 528 vessels are the catching ones. The catching fleet is presented with mainly the medium and small sized vessels. Some 80% of the personnel have secondary education. Its not surprisingly, that the industry has formed a high demand for working professions cadres. With that the majority of enterprises, experiencing the lack of cadres as of to-day lacks a comprehensive cadres policy.

According to the Head of the fishery department of the Primorye territory Administration, Mr.Igor Uleyskiy, as of to-day in Primorye there arent a few companies, which would be able to clearly formulate the industrys order for specialized educational institutions VladMorrybCollege, DalRybVTUZ, MGU. Unless the companies themselves wont mark their needs, we would stay in some uncertain situation, - Igor Uleuskiy said.

The head of the fishing department has been supported by the APFE President, Dmitriy Glotov: The formation of an active cadres reserve thats what we need. I propose for the companies to formulate their suggestions for the educational institutions. In case its of strategic necessity the Associations Council is ready to work on the directions marked.

The members of the session have also considered the new calculations as for the fee rates for the use of the water living resources. To our mind, the attempt of the Government to approach in a system way to solving the problem of payment the fee for the use of the marine living resources permits to us to make a proposal on introducing amendments to the Article 25.1 of the Tax Code (On fees for the use of the animal kingdom objects and the marine living resources), maximally eliminating the double-meaning and inaccurate meanings, - Viktor Venzel, the general director of the Gessar company and the head of the APFE working group for the State border issues has claimed at the session. We were basing our amendments on the VNIERH proposals, which foresee the payment of fee for the real withdrawal of the marine living resources applying the differential coefficients. However, because in the VNIERH variant there lacks the realization mechanism for these amendments, so we, in our turn, have introduced our proposals. At the meeting on January 18, 2006 the mechanism we proposed has been approved, nevertheless in the edited variant of amendments it was, to our great regret, completely lost. In this regard we insist on a more attentive consideration of our proposals.

In the mean-time the establishment of rising coefficients is illegal - this is the opinion of the legal department director of the BAMR Managing company, Natalia Kazakova. I propose for the Council members to pay attention at an unjustifiably high coefficient for Squid, - Kazakova said. BAMR is a big exporter of this catching specie, thus a new Law could damage heavily the profitability of our company. I consider this issue to be of utmost importance. The draft of the Law hasnt been adopted yet and the time for correcting the situation is still available.

At terminating the Councils session there has been adopted the decision to form a special working group with the purpose of a more strict work with the VNIERH and the VARPE as for the issues of changing the fee rates for the water living resources and promoting the APFE ideas to the level of the RF Ministry of agriculture. According to a common opinion of the Association members, the rising coefficients are making the fishery companies non-competitive. The purpose of the State is to change the fee rates for the use of the marine living resources without making harm to the budget revenue, anyhow it must be done with the observance of the interests balance, for the fishermen not to be harmed.
