3d session of the APFIC Council

The APFIC Council members at the session last Friday, April 7, have discussed the issue of the Association participation to the development of the most important aspects of the State policy in the fishery industry.

According to Vyacheslav Moskaltsov, the general director of Dalryba, head of the APFIC working group for legal issues, to start from 2005 the working group has regarded and given its proposals to 10 drafts of the bills and normative acts, including the draft on introducing the amendments to the Federal Law On the State border of the RF. At present the Association is considering the draft of the Federal Law On aqua-culture. There requires the finishing the Draft of the Industry Tariffs Agreement, the final version of which hasnt yet been adopted by the Conciliatory commission in

Moscow. In this relation the Association will strive for introducing amendments to the section Guarantees and compensations of the Labor Code of the

Russian Federation.

- If there isnt adopted the amendment to the Labor Code, the Agreement wont save us, - Natalia Vorobieva, Dalryba deputy general director for legal issues said. We still remember the

Far East to be shaken by collective legal actions. In the Tariffs Agreement there are obligations which arent glad. For example, the crew-members salaries insurance and the obligation to sew the uniform for not only the sailing personnel, but for the other employees as well (?). Also its necessary to elaborate the Associations position on the issue of calculating the special length of service. The thing is, that the Pension fund has decided to exclude the periods of the crew-members staying on leaves out of their privileged length of service, which gives the right for ahead of time old-age labor pension. In this case our fishermen will suffer.

The Council members have listened to a short report on the activities of the Working group for cadres problems in the fishery industry, delivered by the head of the group, the dean of the DalRybVTUZ, Georgiy Kim. As of today in Russia there are 7 industry superior educational institution, 11 institution of secondary professional education, out of which 7 are marine fishery-industrial colleges and 1 marine school, and three training sailing ship. DalRybVTUZ occupies in the total list of superior education institutions the second place as for employment its graduates 93% (on the first place there is the



Academy of fishery fleet- 100%). In 2004 out of 404 DalRybVTUZ graduates there have been employed 377, all of them are working in the fishery industry. Out of 248 students graduated from the VladMorRybCollege there were employed 186, the other are continuing their education at superior institutions, there are no unemployed. However, in the course of the survey made by the APFE working group there has been established, that practically all the fishery enterprises are experiencing the need in qualified cadres, the provision of whom doesnt exceed 90%. The fishery industry needs sailing specialists for the fishery fleet, as well as the employees for technical maintenance of the fishing vessels. At the same time, according to Georgiy Kim, the employers are eagerly employ the trainees. And the experience they obtain at practical employment has a great significance for obtaining a quality education.

In Primorye there are companies, which are thinking for long time with five-year terms, the APFE President, Dmitriy Glotov, believes, i.e. they are planning their activities for several year ahead. They are capable to formulate an industry order for specialized educational institutions, as well as to provide with jobs the will-be graduates for the period of industrial practice. As a variant to establish a quota on students-trainees for enterprises-members of the APFE. Cadres are the fundamental basis of the industry, - Dmitriy Glotov said. By solving the current problems of the industry lets not forget about that.

The issue of the Russian ship-building industry development has become one more discussion theme at the session of the APFE Council. As of to-day the national ship-yards are capable to build only the hulls, while all the equipment and machinery is being imported from abroad. To build a vessels in Russia costs 2-3 times as much as in the countries with the developed shi-building industry (Holland, Germany, China,

Korea), the building of a single medium-sized vessel would cost to a Russian customer some $12-15 million. According to Viktor Venzel, general director of Gessar company, opinion this idea is doomed for failure. With the present volumes of catching well pay back the cost of the vessel in 15-20 years. However, its possible to follow the way of Murmansk fishermen, who, according to the president of the Nakhodka BAMR, Anatoliy Kolesnichenko, are solving the problem of the new fleet lack through renovation of old catching vessels.

That is why the Murmansk base of the trawling fleet has decided to reanimate its near-shore fleet (moreover that its prohibited for large vessels to work in the In the meantime Primorye has its own experience of ship-building for the near-shore fishing. On March 18, there has been let afloat from the stocks of the Far East ship-yard Zvezda a new modern vessel of the RS-450 type, built within a record short period of time with the use of the leasing scheme of financing for the fishing kolkhoz Moryak-Rybolov. The vessels project has been chosen with regard to the fishermen opinion on the basis of technical requirements, developed by the APFE, to a vessel for near-shore fishing in the Primorye sub-zone. At present the Uragannyi (it is the name the RS-450 vessel has got) is undergoing the finishing works, then it will sail to its first catching. All of us are waiting for the results the Uragannyi would show at the catching, - Peter Churkin, the head of the APFE working group for ship-building has informed. Its results would objectively reflect the sailing and catching characteristics, which would be the indices of the economic effectiveness of the RS-450. Because of that, the issue of a serial production of such type a vessel depends upon.
