The APFIC Council external session took place

Fishermen discussed the necessity to develop the fishery fleet building

The agenda of the external session of the APFIC Council, held yesterday in Bolshoy Kamen at the ship-yard "Zvezda" was dedicated to the necessity to
develop the fishery fleet building. Except for the APFIC Council members there participated to the event the head of the Fishery Department of the
Primorsky territory Administration, Igor Uleyskiy, Vice-president of the APFIC, Alexander Platonov, the head of the department for ship-building and
ship-repair of the Primorsky territory Administration, Alexander Ivanyuta, the director of the Far East ship-yard "Zvezda" Yuriy Shulgan,  representatives
of science and others. The member of the APFIC Council, Serguey Ro reported on the development of the civil ship-building for the need of the fishery
industry. According to his words, the decision of the Government and the President of Russia on establishing a United ship-building corporation will lead
the Russian ship-building to a new level of development. The Far East sub-holding of the Corporation should be placed at the ship-yard "Zvezda", Serguey
Ro believes. The ship-yard "Zvezda" as of to-day is one of the leaders of the Far East ship-building. The ship-yard preserved the collective of
professionsl, is constantly modernizing the technological process and "is capable to accomplish both the defense and the civil orders" the member of the
APFIC Council noted. In his report Serguey Ro also mentioned the geo-political significance of the fishery industry of the Far East, which: "ensures the
presence and the occupation of people in the remote frontier territories, the use of the marine living resources within the exclusive economic zone of our
country. Thus the fishermen should actively defend their interests, attaining a protectionism policy first of all for the fishing vessels building", -
Serguey Munsekovich Ro told.

According to the director of the Far East ship-yard "Zvezda" Yuriy Shulgan, "the ship-yard has enough forces to build within a year the head vessel in
the series and within less than eight months the serial vessels of the RS-450 type".

The head of the Fishery Department of the Primorsky territory Administration, Igor Uleyskiy said, that the fishermen should build not just new vessels,
but those modern ones and the Fishery Department is ready to support the fishermen in the issues of new vessels building.
At the session there was mentioned the experience available - the building at the "Zvezda" ship-yard an RS-450 vessel. It was the first vessel in the
Primorsky territory, built with the use of the leasing scheme. Obviously that, notwithstanding certain minor problems with the building, the financing
scheme was chosen quite successfully.
The head of the department for ship-building and ship-repair of the Primorsky territory Administration, Alexander Ivanyuta, reported, that in the
Primorsky territory  a "huge experience is available which would permit to build large tonnage vessels".

Making up the results of the session, the fishermen came to a conclusion, that one of the most important moments in the development of the fishery fleet
building there still remains the consolidation of the fishermen themselves. All the issues should be solved jointly.
According to Serguey Ro, "the consolidation available to-day should be more active and then the result will be more effective".

As for the results of the APFIC Council session it was decided to re-organize the activity of the APFIC working group on ship-building issues and to
include it into the composition of the industry scientific organizations, projecting-design bureaus, leading ship-building enterprises and financial
organizations.
