Igor Uleyskiy reported about the results of the fishing-industrial complex work. He said, that notwithstanding the positive dynamics, the situation in the industry still remains quite complicated. The industry is showing low pace of development. The share of the Primorsky territory in the all-Russia total catching output of the marine living resources and the food production output for a few years remains stable, at the level of 20%. However, out of 47 catching species only 15 are being caught actively. In much it’s being contributed by a lack of the mechanism of the shares’ secondary turnover. The development of the near-shore fishing is being restrained by the existing order of the State border crossing. The species like Squid and Cod aren’t being used fully because of a lack of a specialized fleet.
Still one of the most ardent problems is the lack of conditions for establishing deep processing of fish products. That’s why still pertains the trend of exporting the fish caught abroad.
A positive moment is the rise in paying the taxes to the state budget. As for the level of paying the taxes, among the Far East regions, the Primorsky territory occupies the second position after
As for the rating made by the Department for fishery, the three leading companies, among the 25 largest fishery companies, include two APFIC members, ROLIZ and NBAMR.
As a whole, notwithstanding a number of strategic problems, like imperfection of normative-legal base, lack of fleet modernization, low level of aquaculture development and, vice versa, a high level of poaching, also insufficient support of producers by the State, the PFIC members have acknowledged the work of the fishery industrial complex as a satisfactory one.
The participants noted, that the purpose for the 2007 will remain the same, i.e. raising the competitiveness and the effectiveness of the fishery industrial complex. For its realization it will be necessary, first of all, to increase the volumes of raw material for the deep processing at Russian enterprises.
The APFIC President, George Martynov spoke about the APFIC activities. He noted, that the strategic purposes still remain the same – establishment of an effective and competitive fishing-industrial complex. In this relation the position of the APFIC completely coincides with the position of the Primorsky territory Administration. “And one of the main directions of the Association’s activities in 2007 there will become the attraction of new members to the Association”, - George Martynov said.
