A number of ministerial authorities on regulation and management of business processes to public organizations and associations the Ministry of agriculture for the first time transfers to the industry’s public organizations. That means that from now on the Ministry is obliged to coordinate all the changes in the normative-legislative base with the associations and the unions.
According to Alexey Gordeev, the head of the Ministry of Agriculture "in Art.16 of the Federal Law "On the development of agriculture" it’s written, that the Ministry of agriculture is obliged to coordinate all the changes of the legislative base with the industry’s Trade-unions and Associations in order we have, at the legislative level, the necessary subjects of relations".
Ministry of agriculture has already sent corresponding proposals on coordinating the list of authorities transferred from the State power bodies of the fishery industry – to the All-Russia Association of fishery enterprises, entrepreneurs and exporters (VARPE). The Association of the Primorye fishery industry companies for more than ten years has been the VARPE member. As the APFIC President, George Martynov noted: «The specificity of the fishery industry is that any legislative act must be coordinated with the fishermen, only then they will work effectively. The transfer by the Ministry of agriculture of authorities of regulation and the management of business processes by public organizations is the first step the State made towards the fishermen. And we, finally, will be able to more actively influence upon the development of objectively correct decisions».
